Argentine Coast Guard Modernizes the Administrative Framework of the National Ship Registry – Trade News | 05/09/12

The Argentine Coast Guard approved new regulations aimed at simplifying and streamlining procedures related to the National Ship Registry, strengthening digital management and facilitating services for vessel owners and users. Ordinance No. 1-26 (DPSN), Volume 2, “Vessel Administrative Regime,” establishes that procedures must primarily be carried out through the Trámites a Distancia (TAD) online platform, although certain processes may still be completed in person when properly justified. Among the main changes, the regulation eliminates the automatic prohibition on navigation resulting from failure to pay the Annual Fixed Fee for Registration Renewal, meaning that outstanding debt will no longer prevent the initiation or processing of the corresponding administrative files. For certain new vessels and naval craft, the regulation also introduces an owner’s sworn declaration certifying that the vessel is in adequate navigable condition and that its operator holds the required documentation. In addition, it expands the possibilities for professionals registered with the Professional Council of Naval Engineering and Recognized Organizations to participate under the simplified regime. The update also reorganizes and revises forms for registrations, transfers, engine changes, modifications and other registry procedures, with the goal of making the administrative process clearer and more efficient.
