ARCA regulates access to customs information: what is published and what remains confidential – Trade News | 02/11/25

The Agency for Customs Revenue and Control (ARCA) issued Disposition 219/2025, effective from October 27, 2025, which sets updated guidelines for safeguarding, publishing, and providing access to information about foreign trade operations collected by the agency. The regulation stipulates that all such information may only be published in aggregate and statistical form unless specific exceptions apply, and it clarifies the mechanisms through which public bodies, the judiciary or competent authorities can obtain individualized data. For imports, monthly publication is required with details such as customs office, importer, FOB/CIF values and country of origin; for exports, individualized data may only be published when three or more operators are involved to prevent company identification. The obligation to publish price lists of imports to detect dumping is maintained, and it repeals previous dispositions from 2018 and 2019. Link to Article
