The Agency for Revenue and Customs Control (ARCA) formalized a regulatory simplification measure for international land transport through General Resolution 5839/2026, which modifies the existing framework and removes the mandatory involvement of a customs broker in the establishment of certain guarantees, particularly for occasional operations, with the aim of streamlining cross-border transactions and aligning national regulations with international agreements under ATIT within ALADI and Mercosur. The update introduces changes to the treatment of goods in direct transit, allowing operators to opt for establishing a guarantee based on the declared value —including duties such as tariffs, VAT, and other taxes— without intermediary involvement, representing a significant shift in operations by reducing administrative requirements and facilitating regional integration in land trade.
